Which part of the image are you referring to? The rainbow coloring?

That can be done already. just start with a rainbow image in your clipboard, paste it your black and white image, resize the rainbow to cover your entire image, and add a 50% transparency.

maybe that should be a tutorial? You can do the same thing with any texture or pattern.
